Albert Ching
Chief Executive Officer
Albert Ching joined Methodist Welfare Services (MWS) in April 2026 and brings over 30 years of leadership experience in Singapore’s social service, healthcare, youth development and community sectors.
He previously served as CEO of the Singapore Cancer Society from 2012 to 2025, where he led national programmes in cancer prevention, screening, rehabilitation, survivorship and patient support. Albert oversaw the introduction of community-based initiatives such as the SCS Multi-Service Centre and Community-Mammobus, and worked with healthcare partners to strengthen cancer rehabilitation and integrated care services.
He has also held senior leadership roles with the YMCA of Singapore and The Boys’ Brigade in Singapore. His experience spans charity governance, organisational transformation, fundraising, stakeholder engagement and cross-sector collaboration, with a strong focus on mission-centred and sustainable charities.
Beyond his executive leadership roles, Albert serves on various national and community committees, including the YMCA of Singapore and Singapore Hospice Council, amongst others, and has contributed to national healthcare and community advisory work.
Albert’s early involvement with The Boys’ Brigade in Singapore helped shape his commitment to service and leadership. He worships at Adam Road Presbyterian Church and remains active in church and the wider community.
Rev Dr. Norman Wong
Head Chaplain
Rev Dr Norman has served as Head Chaplain at Methodist Welfare Services (MWS) since January 2014.
Ordained as a Methodist pastor in 1985, he has devoted more than 40 years to ministry, serving in churches, missions, schools, youth ministry and chaplaincy. His pastoral appointments have included Kampong Kapor Methodist Church, Bedok Methodist Church, Paya Lebar Methodist Church, Grace Methodist Church, Barker Road Methodist Church and Covenant Community Methodist Church. He also served as Director of Ministry in Schools, Director of TRAC Youth Ministries, and Executive Director of the Methodist Missions Society.
At MWS, Rev Dr Norman provides pastoral care and spiritual support to residents, clients, families, volunteers and staff, while supporting the organisation's mission of caring for people from all backgrounds.
Ho Kah Choy
Chief Operating Officer
Kah Choy joined Methodist Welfare Services (MWS) in March 2019 as Director of Information Technology, following an established career leading IT services at several multinational corporations. At MWS, he spearheaded the revamp of the IT Department and developed a roadmap to support the digitalisation of services and functions across the organisation.
In 2023, Kah Choy was appointed Chief Operating Officer, with responsibility for IT, Communications, Human Resources, Compliance & Risk, and Facilities Planning & Development.
He and his family worship at Barker Road Methodist Church.

Dr Raymond is Chief Transformation Officer and Group Director of Healthcare Services at Methodist Welfare Services (MWS), where he leads efforts to strengthen and transform MWS’ services, systems and capabilities to better support the communities we serve.
As Chief Transformation Officer, Dr Raymond drives organisation-wide transformation initiatives, including social and healthcare integration, technology and AI transformation, and organisational change. Drawing on his experience in healthcare leadership and service delivery, he works across MWS to connect services, processes, data, governance and capabilities to build a more integrated, scalable and sustainable organisation.
As Group Director of Healthcare Services, Dr Raymond oversees nursing homes, home care and home hospice, and active ageing services. With over 15 years of experience across the public, private, and non-profit sectors, he provides strategic and operational leadership to strengthen community-based care for seniors.
Since joining MWS in May 2024, Dr Raymond has introduced a unified care philosophy and service framework to strengthen consistency and quality of care across MWS’ healthcare services. He has also led initiatives in integrated care and ageing-in-place, contributed to governance frameworks and sector capability development, and worked closely with partners across the health and social care ecosystem to support coordinated, person-centred care.

Mary Ng
Group Director, Family Services
Mary oversees a broad portfolio that includes Family Service Centres, residential homes, preventive programmes, and community-based support services. In her role, she focuses on strengthening leadership and clinical standards, improving integration across services, and responding to shifts in the sector such as regionalisation, social-health integration, and upstream preventive care.
A registered social worker with over 18 years of experience, Mary has worked across clinical practice, policy, and organisational development. She is particularly interested in how social services can better respond to complex family and community needs through holistic, coordinated approaches.
Mary is committed to maintaining strong clinical governance and consistent practice standards, and is leading efforts to ensure these remain robust and responsive in a changing landscape. She values clarity, compassion, and collaboration in leadership, and with a focus on building systems and processes that are both people-centred and future-ready.
