Calvin Ngo
Chief Executive Officer
Calvin Ngo was appointed Chief Executive Officer of Methodist Welfare Services (MWS) on 1 August 2023. He brings over 22 years of professional experience, including leading cross-functional business transformation initiatives at multinational corporations such as IBM, HP, Singtel, and IQVIA.
Since assuming this role, Calvin has led MWS through a purposeful transformation focused on aligning people, systems, and services across the organisation. This has strengthened internal capabilities and enhanced MWS’ ability to serve the community with greater relevance, agility, and compassion.
Under his leadership, MWS is strengthening its Family Services through deeper integration and sector collaboration and advancing its Healthcare Services to better meet the needs of a super-aged society. Throughout, MWS remains committed to being future-ready and responsive to evolving community needs.
Calvin also contributes his expertise as a Board Member of Lakeside Family Services and as Honorary Treasurer on the Board of IMPART Ltd.

Albert Ching
CEO-Designate
Albert Ching is the CEO-Designate of Methodist Welfare Services and will be appointed CEO from 1 August 2026. He joined MWS in April 2026, bringing with him more than 30 years of experience in Singapore’s social service and healthcare sectors.
From 2012 to 2025, Albert served as Chief Executive Officer of the Singapore Cancer Society (SCS), where he led the development and expansion of national programmes in cancer prevention, screening, rehabilitation, survivorship, and patient support. He oversaw the introduction of community-based initiatives such as the SCS Multi-Service Centre and Community-Mammobus, and worked with healthcare partners to strengthen cancer rehabilitation and integrated care services.
Prior to this, Albert was Executive Director and General Secretary of the YMCA of Singapore, where he led youth development, volunteer engagement, and community service initiatives, including the establishment of University YMCA clubs and the Citi-YMCA Youth for Causes programme. Earlier in his career, he served as Executive Director of The Boys’ Brigade in Singapore, where he strengthened and expanded youth leadership and community service programmes.
Beyond his executive leadership roles, Albert serves on various national and community committees, including the YMCA of Singapore and Singapore Hospice Council, amongst others, and has contributed to national healthcare and community advisory work.
Albert’s early involvement with The Boys’ Brigade in Singapore helped shape his commitment to service and leadership. He worships at Adam Road Presbyterian Church and remains active in church and the wider community.
Ho Kah Choy
Chief Operating Officer
Kah Choy joined Methodist Welfare Services (MWS) in March 2019 as Director of Information Technology, following an established career leading IT services at several multinational corporations. At MWS, he spearheaded the revamp of the IT Department and developed a roadmap to support the digitalisation of services and functions across the organisation.
In 2023, Kah Choy was appointed Chief Operating Officer, with responsibility for IT, Communications, Human Resources, Compliance & Risk, and Facilities Planning & Development.

Rev Dr. Norman Wong

Mary Ng
Group Director, Family Services
Mary oversees a broad portfolio that includes Family Service Centres, residential homes, preventive programmes, and community-based support services. In her role, she focuses on strengthening leadership and clinical standards, improving integration across services, and responding to shifts in the sector such as regionalisation, social-health integration, and upstream preventive care.
A registered social worker with over 18 years of experience, Mary has worked across clinical practice, policy, and organisational development. She is particularly interested in how social services can better respond to complex family and community needs through holistic, coordinated approaches.
Mary is committed to maintaining strong clinical governance and consistent practice standards, and is leading efforts to ensure these remain robust and responsive in a changing landscape. She values clarity, compassion, and collaboration in leadership, and with a focus on building systems and processes that are both people-centred and future-ready.

Dr Raymond is Group Director of Healthcare Services at Methodist Welfare Services (MWS), where he oversees nursing homes, home care and home hospice, and active ageing services. With 15 years of experience across the public, private, and non-profit sectors, he provides strategic and operational leadership to strengthen community-based care for seniors.
Prior to joining MWS in May 2024, Dr Raymond held clinical leadership roles with responsibility for clinical governance and policy. At MWS, he has introduced a unified care philosophy and service framework to strengthen consistency and quality of care across its healthcare services.
Dr Raymond has led initiatives in integrated care and ageing-in-place, and contributed to developing governance frameworks and strengthening sector capabilities. He works closely with partners across the health and social care ecosystem to support coordinated, person-centred care.
