Our Family Development Programme (FDP) seeks to help families improve their financial well-being, by cultivating positive habits for managing and reducing their debts and to save. We provide debt matching and savings matching. Families must begin the programme with debt matching and are given two years to clear the outstanding debt. After clearing their debt, they can apply for our savings matching programme and are given another two years to build up their savings.
The programme includes casework and financial literacy training. We also provide information on financial assistance schemes and resources.

Our Approach
Recognising that chronic debt affects one’s mental and emotional capacity, we work with volunteers within the community to help families clear their debts and build their savings, transforming their attitudes and cultivating positive habits towards their finances.
The focus of our programme is on making sustainable change in the lives of the families. The programme takes a long-term view and is not a one-time assistance.
Families are instilled with a sense of ownership and self-empowerment so that they may continue to sustain positive habits and financial discipline after they have completed the programme.
The work that we do

How to get help
Visit MWS’ Family Service Centres (FSCs) who will assess your needs, and if appropriate, may refer you to the FDP. The counsellors from Strengthening Families Programme (MWS) may also refer you to the FDP, if needed. The social workers at our FSCs will be your main point of contact.
We also work through the Social Concerns Committees of the various Methodist churches.

Frequently Asked Questions
This programme is open to Singaporeans, Singapore Permanent Residents and Foreigners* living in 1-room to 4-room HDB flats, with a per capita income of less than $1,000 a month, and total household savings of $10,000 or less. They must not be on public financial assistance at the time of application. Additionally, there must be at least one dependent in the household.
*For foreigners, there must be at least one Singapore Permanent Resident in the household.
We match $2 for every dollar of debt cleared, paid directly to the creditors. The debt covered pertains to essential living expenses only, such as HDB loan arrears, outstanding utility debt, and unpaid town council fees. We do not help with discretionary debt such as credit card debt or debt owed to moneylenders.
No, our Family Development Programme starts with debt matching. Once your debts are cleared, you can move on to savings matching. Clients have two years to clear their debts, and two years to save before they complete the programme.
Our service is provided free of charge.
