Board of Governance

Eugene Toh serves as the Chairperson of the Board of Governance at Methodist Welfare Services (MWS), a role he has taken on since 2023 after over a decade of volunteer leadership with the organisation. Professionally, he is the Assistant Chief Executive and Chief Commercial Officer at the Energy Market Authority (EMA), where he oversees corporate development, drives organisational excellence, and leads key initiatives such as the importation of low-carbon electricity — contributing to Singapore’s transition toward a more sustainable energy future. 

He previously held leadership roles in Enterprise Singapore and the Ministry of Trade and Industry, contributing to enterprise development and pro-business policies. 

He holds a Master’s degree and double first-class Bachelor’s degrees in Electrical and Computer Engineering and Economics from Carnegie Mellon University, and an MBA from INSEAD, where he graduated top of his class. 

Beyond work, Eugene is passionate about building communities and sparking joy. As a befriender to elderly residents and families in need, he combines his love for the arts — drawing portraits, singing, and playing the ukulele — with his heart for service. He is also the author of Eureka Moments of Leadership, a book that distills real-world insights on leadership into a practical field guide for new and mid-level leaders. 

As Chairperson of MWS, Eugene is actively driving the organisation’s contribution to The Healing Nation initiative — a national movement to inspire 1.4 million hours of volunteer service. He believes that every act of care and connection can be a step toward healing our nation, one person at a time.
